Consultation objectives

We wish to gather residents' opinions and comments on:

  • Optimizing the system in off-peak periods by selecting the options for bus routes 34 and 39 that are the best for all Plateau residents.
  • Making minor adjustments to peak routes.

Project phases

  • February 12 to 25, 2018: online consultation
  • March-April 2018: analysis of the responses and service development
  • April 26, 2018: adoption of changes at the STO Board meeting
  • August 27, 2018: changes take effect

Feedback on the system's development in off-peak periods

System from 2009 to 2017

Before the 2017 restructuring, the Plateau area was served by route 39, a main route that linked it to downtown Ottawa to the southeast, the hospital and the Galeries de Hull up to the Freeman terminus in the northeast. This winding route took a total time of over one hour.

This route did not serve the neighbourhoods west of Europe, where there were many residential developments that will continue to be built in coming years.

Extending route 39 to the west was not an option, because this would have resulted in increased travel time and a decline in reliability.

Consequently, it was necessary to completely review the off-peak service.

 

2017 system review

During the consultation conducted at the end of 2016, before the system review, residents had expressed the desire for better coverage of the area, shorter, more direct routes, increased frequency, and improved connections between sectors, especially towards the Rapibus corridor.

However, it is important to understand that some of these requests conflict and that the Plateau area poses a few challenges for public transit service:

  • The street layout limits the number of roads that the buses can take, makes routes longer and increases the walking distance to get to a stop.
  • It is therefore necessary to find a compromise between providing service close to the greatest possible number of residences and proposing direct routes and competitive travel times.
  • Many links are desired between the different sectors of Gatineau, but the various directions cannot be served by direct routes for everyone.
  • The STO's resources are limited in terms of the budget and buses available.

Consequently, implementing a transfer system was the only way to meet these various requests. In fact, a transfer system offers shorter travel times and greater flexibility because higher frequencies can be offered for the same budget.

 

Current system in effect since August 28, 2017

During off-peak periods, the Plateau area is currently served by two other routes in addition to route 49:

  • Route 34 offers a direct link to the downtown areas. After the public consultation in the spring of 2017, a route along Plateau and Atmosphère was chosen, enabling 68% of Plateau area residents to be within walking distance of the bus.
  • Route 39 offers local service to the main destinations in the Plateau area. It also offers two options to connect to the downtown areas, either with route 34 at the Plateau / Saint-Raymond, intersection, or with route 400 at Les Galeries de Hull Rapibus station.

Creating these two shorter lines made it possible to offer daytime service every 15 minutes on route 34. Once the budgets allow, the route will be offered every 15 minutes at all times.

Current consultation: Proposed scenarios for routes 34 and 39

3 scenarios are being considered:

  • The routes have a minimum impact on bus travel times (a variation of one to two minutes at most).
  • The scenarios feature service to the various neighbourhoods via route 34 as well as access to the different businesses.

The goal is to find a compromise that offers the best service for the residential neighbourhoods and business districts for the entire Plateau population.

Note:

  • Although Plateau residents requested that route 34 no longer serve Manoir des Trembles, this is not an option at this point. The STO's objective is for 90% of the population to be within walking distance of a bus stop, or about 400 metres. But the most distant residences are often more than one kilometre from Saint-Raymond. In the future, other service options, such as demand responsive transport, could be considered for this neighbourhood.
  • Route 49 is shown on the maps for information purposes only. Since it goes to the Cégep and its schedule is not synchronized with route 34, it is not necessarily an additional option for heading downtown.

Scenario 1

Scenario 1 is the same as the current system, except that route 39 would take Grives to Plateau to better serve the residences and businesses near this intersection.

Scenario 2

In scenario 2, route 34 would take Plateau, Grives and Atmosphère before returning to Plateau. Route 39 would take Grives to Plateau. These routes would better serve the residences and businesses near Plateau to the west of Grives.

Scenario 3

In scenario 3, route 34 would run all the way along Plateau to Saint-Raymond. Route 39 would stay the same.
