Collective Agreement Renewal

The Société de transport de l'Outaouais (STO) is currently in the process of renewing the collective agreement for drivers and maintenance employees. From January 20 to March 30, 2017, bus drivers and maintenance employees exercised their right to strike using pressure tactics that caused disruptions in the system and affected travel time for riders. Three days of rotating strikes also occurred in March. On March 30, 2017, the STO and the Syndicat uni du transport – local 591 agreed to arbitration.

This agreement between the two parties means that the pressure tactics will cease. Nevertheless, the pressure tactics of the last few months caused a slowdown in bus fleet maintenance and unfortunately not all vehicles are ready for the road. During this transition period, trip cancellations should still be anticipated for a few weeks. Rest assured that daily efforts are being made to implement all the means at our disposal to return to normal service as soon as possible.

The STO thanks its public transit riders and all citizens for their understanding and patience during this labour dispute. Moreover, fare compensation for riders will continue until May 31, 2017.

Trip cancellations during the transition period

The pressure tactics of the past few months caused a slowdown in bus fleet maintenance and unfortunately not all vehicles are ready for the road. During this transition period, trip cancellations should still be anticipated for a few weeks. Rest assured that daily efforts are being made to implement all the means at our disposal to return to normal service as soon as possible.

Until further notice, trips that could be cancelled on weekdays (Monday to Friday) are listed below. We will be able to offer these trips as the buses are put back into service. When this is the case, our clientele will be informed through personalized System-Info alerts that will state “Trips back on schedule” with the bus route and departure time. Any other additional cancellations will be announced by personalized System-Info alerts. This information will also available at sto.ca or m.sto.ca.

Compensation for pass holders

To compensate riders and to thank them for their trust and loyalty, the STO reduced the price of passes and the fares paid by e-wallet by 25% for the duration of the strike. These discounts will continue to be offered in May.

Compensation terms:

  • Monthly pass:

    The reduced fare May pass is available online and at STO service points and recharging sites. Please note that it will not be possible to buy a pass for June or any subsequent months before May 15 (when regular fares apply once again; any passes purchased in advance at the reduced fare will become invalid).

    • If you received compensation on the e-wallet on your Multi card for the months for which passes were purchased at the regular fare, rest assured that this amount will never expire and can be used for occasional trips any time of the year.

    • Would you like to apply this amount to the purchase of your next pass? Verify that the amount is on your card by checking your Profile (click “View the contents of my card” under “Load my Multi”) and then go to one of our service points.
    Because paratransit vehicles do not have readers and the e-wallet is not available for this type of transit, riders who travel by paratransit only and purchased a monthly pass for January, February and/or March at the regular fare will receive compensation by cheque in April.

  • Fidélité Program: the debits reflect the reduced Fidélité fare ($64 for adults and $27 for seniors).

  • Employer Program: the payroll deductions reflect the reduced fare.

  • Cam-Puce passes: the STO will offer compensation equivalent to 25% of the pass price (for the months affected by the strike), which will be transferred to the e-wallet on the Multi card before the end of the pass validity period (see the table below).

  • Integrated school transportation: discussions are in progress with the school boards and institutions concerned by the three days of strikes when the school service was not provided. For students who paid a supplement to have access to the public transit system on weekends, note that no compensation will be given since there were very few cancellations during these periods.

  • ZAP: the STO is analysing the impact on service during the pass validity periods. A decision will be announced soon.

  • U-Pass: according to the terms of the agreement between the institutions and OC Transpo, no compensation can be offered.

  • Transcollines Combined monthly pass (Basic, Student, Senior): a $10 discount is being applied to the cost of the May pass. Riders who have a pass for January to March 2017, or who purchased the April or May passes in advance, will be entitled to compensation of $10 per month at the end of the dispute. The reimbursement terms will be announced later.

Reduced fares with the e-wallet


Since February 1, 2017, fares paid using the e-wallet have been:

  • Basic fare: $2.50 (instead of $3.40).
  • Student / senior fare: $2 (instead of $2.60).

You don't have a Multi smart card yet? Go to one of our service points to get one. New riders can currently get the Multi and occasional Multi cards for free with a minimum purchase of $10.

Cash fare remains at $3.90. However, since the e-wallet is not available for paratransit, the reduced fares apply to the cash fare for these riders.
