Can I claim the cost of a pass for a student using integrated public transit for the 2011-2012 school year?

No, because the child's academic institution is paying the travel costs for students using this service.

Can I claim a monthly pass purchased in December 2010?

You can claim your pass even if you purchased it in December 2010, as long as the pass was for travel after January 1st, 2011.
