The Société de transport de l'Outaouais is a public
corporation created in accordance with the Act Respecting Public
Transit Authorities. The Société's mission is to provide
public transit services to ensure the mobility of the people in
the area it covers, which encompasses the territory of the new City
of Gatineau.
The Société's powers are exercised by the Board of
Directors, which is composed of seven members. They are appointed
by the City of Gatineau from among its own Council, except for two
members - one public transit patron and one para-transit patron
- who are chosen from among residents.
Gatineau's City Council also nominates the incumbents to fill the
positions of chairperson and vice-chairman for the Société's
Board of Directors.
The term of office for a member of the Board of Directors is a
maximum of four years, but the term can be renewed.
The Board of Directors convenes at least ten regular meetings per
year. These meetings are public and are announced at least five
days in advance in a newspaper distributed throughout the Société's
area.
At the beginning of each meeting, the Board of Directors has an
oral question period during which those present may ask the members
questions.
At meetings of the Board of Directors, decisions are made by a
majority vote. Members each have one vote that they must cast on
any issues that are put to a vote, unless they are prevented from
doing so because of a conflict of interest. The chairperson casts
the deciding vote in the case of tie votes.
Finally, special provisions allow the mayors of Cantley and Chelsea
to participate in the discussions and to vote on any issues related
to the public transit services provided in their municipalities.
