About the STO

Paratransit Technical Committee

The purpose of the Paratransit Technical Committee at the Société de transport de l'Outaouais (STO) is to oversee, develop and evaluate guidelines for all activities related to the service offered for the public.

The mandate of the Paratransit Technical Committee is to:

  • Review and monitor the budget and general operation of the paratransit service every quarter;
  • Make relevant recommendations to the Board of Directors or Operations;
  • Provide an opinion on the objectives of the annual paratransit plan;
  • Participate in preparing and analysing paratransit satisfaction studies;
  • Participate in developing a communications plan for paratransit patrons;
  • Evaluate the impact of STO decisions on paratransit service;
  • As needed, submit relevant recommendations on various aspects of paratransit to the STO's Board of Directors for potential submission to the Direction du transport terrestre des personnes (land transportation for people) at the Quebec Ministry of Transport;
  • Formulate relevant recommendations on all of the above and submit them to Operations or the Board of Directors at the STO;
  • Collaborate in service delivery and create a solid synergy between members in order to promote dialogue and encourage the greatest possible clientele involvement in finding solutions.

To illustrate, some of issues that the committee has worked on or provided guidance for in recent years are:

- Accessibility to regular public transit – being able to commute to work on buses equipped with kneeling systems or ramps, or on low-floor buses (2006)
- Accessibility of paratransit application and travel reservation forms on our Web site (2006)
- Service for residents at St. Vincent Hospital in Ottawa (2005)
- Changes to reservation deadlines and hours (2005)
- Street pattern in Ottawa – reasons required for leaving this pattern
- Transportation for hemodialysis (2004)
- Possibility of transferring to Para Transpo (2004)
- Writing/revision of the User's Guide (2004 and 2007)

The Paratransit Technical Committee must hold at least four meetings per year. The minutes of Paratransit Technical Committee meetings are submitted to the Board of Directors for information purposes.
